According to Article 12, Circular 46/2015/TT-BGTVT on Regulations on super-heavy and super-heavy goods has shown:
“Oversized goods are non-removable cargo that, when loaded on a means of transport, has one of the outer dimensions (of the combination of vehicles and goods loaded on the vehicle) as follows:
- Length greater than 20.0 meters;
- Width greater than 2.5 meters;

Regulations on transporting super-heavy goods
1. Regulations on the liability of transport units
The unit responsible for transporting super-heavy goods needs to meet the following factors:
1. Having a business registration and meeting all business conditions as prescribed by law.
2. Having enough technical staff, drivers, and skilled workers to use vehicles and specialized technological equipment.
3. Coordinate with relevant agencies to develop a plan (survey on topographical location of loading and unloading places, parking spots, driving journey, vehicle speed, departure time...) to transport super-long and super-heavy goods. to ensure the safety of people, goods and traffic works.
2. Regulations on the responsibility of the shipper
1. The consignor must be responsible for notifying the carrier of the place of loading and unloading, the size and weight of the goods.
2. Be responsible for the shipping mark (name, address, place of dispatch and receipt, weight, size, storage requirements, loading and unloading method, ...)
3. Coordinate with the carrier to solve problems arising during implementation.
3. Regulations on issuance of circulation permits
1. Vehicles transporting extra-long and super-heavy goods may only be granted circulation permits on specific sections and routes and in special cases where the use of motorized vehicles is not possible. other road or there is no more suitable transportation option for transportation on that road section or route.
2. Do not issue a circulation permit for oversized vehicles in case of carrying removable goods without taking mandatory measures when participating in road traffic.
3. Failure to issue vehicle circulation permits to individuals or organizations that are vehicle owners, transport hirers or carriers, causing damage to road works due to vehicles transporting extra-long or super-heavy goods on roads without the repair and remedial work of road works has not yet been completed.
4. Regulations on means of transport
According to Article 13, Circular 6/2015/TT-BGTVT on means of transport of extra-long and super-heavy cargo, stipulates:
1. Vehicles transporting extra-long and super-heavy goods are means of transport with sizes and loads suitable for the type of goods to be transported; at the same time in accordance with the parameters recorded in the certificate of technical safety and environmental protection of the vehicle.
2. In the case of modular trailers with interlocking features used to carry extra-long and super-heavy cargo, the registry office shall confirm in the Certificate of technical safety and environmental protection inspection of the vehicle. vehicle with the content: "It is allowed to pair modules together and must have a vehicle circulation permit issued by a competent authority."

5. Regulations during the circulation of vehicles on the road
According to Article 14, Circular 6/2015/TT-BGTVT on circulation of means of transporting extra-long and super-heavy goods on road, it is stipulated:
1. Vehicles transporting extra-long and extra-heavy goods circulating on roads must comply with regulations on circulation of overloaded vehicles, oversized vehicles, and tracked vehicles on roads.
2. Drivers of vehicles transporting extra-long and extra-heavy goods when traveling on roads must comply with the conditions specified in the vehicle's circulation permit; at the same time follow the instructions of the operator to assist with navigation and escort (if any).
3. Circumstances requiring a vehicle to assist in guiding and escorting:
a) When loading goods on a means of transport with one of the outer dimensions (of the combination of vehicles and goods loaded on the vehicle) as follows: width greater than 3.5 meters; length greater than 20 meters;
b) At the construction site, the road must be reinforced.
4. Cases where road survey is required:
a) When loading on vehicles with one of the following outer dimensions: width greater than 3.75 meters or height greater than 4.75 meters or length greater than 20 meters for roads of grade IV or below or more than 30 meters for grade III or higher roads;
b) Road motorized vehicles with the total weight of the vehicle or the axle load exceeding the road's operating capacity.
