Offshore wind power - Opening up new opportunities for supporting industries

14.02.2022

Offshore wind power - Opening up new opportunities for the supporting industry, this is the opinion made at the Conference on Offshore Wind Power Supply Chain as part of a series of initiatives to promote the development of supporting industries renewable energy in Vietnam.

On January 20, Ørsted Group and T&T Group co-organized a conference on the offshore wind power supply chain in Vietnam as well as the potential development of the offshore wind power supporting industry in the form of offshore wind power online.

At the conference, there were representatives of the Ministry of Planning and Investment, the Ministry of Industry and Trade, the Embassy of Denmark in Vietnam and more than 40 leading corporations and enterprises in the supply of products and services serving the offshore wind power industry.

This is the first activity in a series of initiatives to promote the development of the renewable energy supporting industry in Vietnam, initiated and organized by two leading Vietnamese and Danish corporations, T&T Group and Ørsted.

$60 billion - Total value added that offshore wind can achieve by 2030

At the opening part of the Conference, a representative of the Ministry of Planning and Investment pointed out that Vietnam belongs to the tropical monsoon climate zone with a coastline stretching 3,200km, so this is a great potential for wind power development in general and offshore wind power development in particular.

According to calculations by the World Bank (World Bank), Vietnam can completely develop the offshore wind power market with the scale of 5-10 GW by 2030. This helps create a total added value of more than 60 billion dollars for the economy. Many international organizations also recommend that the scale to ensure the efficiency of the offshore wind power industry in Vietnam at the first stage is at least 5 GW.

Offshore wind power can play an important role in Vietnam's total energy supply in the coming time. Developing offshore wind power in Vietnam also helps to spread, contribute to create jobs and gradually form the accompanying supporting industry.

Although offshore wind power is a bright spot in Vietnam's renewable energy industry, Mr. Le Anh Tuan - Director of the Economic and Industrial Department - Ministry of Planning and Investment emphasized: “However, developing electricity Offshore wind in Vietnam is a new field. Therefore, there are still many issues that need to be posed and satisfactorily resolved, including the development of incentive mechanisms and policies, the construction and development of power grid infrastructure, and the improvement of construction and construction capacity. installation and especially important is the development of the domestic supply chain.”

Mr. Pham Nguyen Hung - Deputy Director of the Department of Electricity and Renewable Energy, Ministry of Industry and Trade, commented that: "Vietnam's offshore wind power potential is estimated at about 500 GW in technical terms, which is a very large source of electricity compared to Vietnam's offshore wind power. with the region and the world. In addition, new energy technologies in general and renewable energy in particular are increasingly developing with increasingly competitive costs compared to traditional power sources. Therefore, wind power is considered to play an extremely important role in the process of industrialization and modernization of the country, creating jobs, increasing domestic supply and promoting participation in the supply chain global supply.”

55-NQ/TW dated February 11, 2020 of the Politburo on the orientation of Vietnam's national energy development strategy to 2030, with a vision to 2045 has set the target "The ratio of renewable energy sources in the total primary energy supply will reach about 15-20% by 2030; 24-30% by 2045”.

In the National Strategy on Green Growth for the period 2021 - 2030, it is also emphasized: "Green growth contributes to promoting economic restructuring associated with growth model innovation, in order to achieve economic prosperity, environmental sustainability and social justice; towards a green, carbon-neutral economy and contribute to the goal of limiting global temperature rise.” In which, energy is a focus area, with priority given to breakthrough solutions to greening economic sectors and greening sustainable lifestyles and consumption. This is also one of the important solutions to realize the Prime Minister's commitment at COP26, reducing net emissions to zero by 2050, and reducing greenhouse gas methane emissions by 30% by 30% by 2050. year 2030.

Offshore wind power - Opening up new opportunities for the renewable energy supporting industry

At the conference, Mr. Le Tuan Anh commented: "With natural advantages as well as clear development strategy, in order to become a center, develop - supply wind power, Vietnam needs to bring into full play its internal content. strengthen international cooperation to develop the wind power industry in general and offshore wind power in particular in association with the value chain of supporting industries and logistics services in the coming time.”

The Government has also initially realized it with a number of policies to encourage the development of supporting industries, along with wind power such as Decree No. 111/2015/ND-CP, Decision No. 68?QD-TTG dated January 17 2017 of the Government.

However, many experts believe that in order to accelerate the realization of the "green" goals set by the government, it is necessary to be specific and promulgate more policies so that the green energy supporting industry can develop. in the coming time, because this is the direct driving force to create added value and increase the competitiveness of the industry.

Nguyen Thi Thanh Binh - Deputy General Director of T&T Group said: “According to the draft Power Master Plan VIII, the estimated capacity of renewable energy in Vietnam by 2030 is about 44,000 MW and will increase three times. - about 144,000 MW by 2045. Meanwhile, most of the current renewable power technology equipment is largely dependent on imported sources. This leads to a great dependence on imported technology, techniques and equipment, at the same time increases investment costs as well as limitations and difficulties in proactively supplying and orienting domestically. localization reduces production costs from renewable energy in Vietnam.”

Besides, Ms. Nguyen Thi Thanh Binh emphasized: “With the potential to develop renewable energy in Vietnam, especially offshore wind power, as well as the commitment of the Government of Vietnam at COP26, We believe that in the coming time, the renewable energy industry as well as the supporting industry for renewable energy serving domestic and export needs will be very active because of the huge demand.”

Mr. Sebastian Hald Buhl - Country Director for Vietnam of Ørsted Group said, Ørsted and T&T Group are committed to helping Vietnam achieve its net zero emissions target by 2050. To be specific about this goal, Ørsted and T&T Group and the world's leading suppliers have been building a long-term plan to form a competitive supply chain, meeting not only the domestic market but also the market demand. Asia and around the world.

According to Mr. Pascal Langeais, Director of Procurement and Supply Chain for Asia Pacific, Ørsted Group: “The Ørsted Group's end-to-end model gives us a long-term vision and strong momentum. to invest in building a sustainable domestic industry. Although offshore wind is a relatively new industry in Vietnam, the Ørsted Group sees that Vietnam has a strong foundation on which to build a strong and competitive supply chain.”

“We believe that with Ørsted's global experience and T&T Group's deep understanding of the domestic market, the two sides can launch a new high-tech industry in Vietnam, helping Vietnam accelerate the process. modernization.” Mr. Sebastian Hald Buhl emphasized.

Looking at the future prospects, the agencies, experts and companies in the supply chain attending the conference all said that the transition to green and clean energy is a common trend of the world, in which the development of the supply chain is a common trend. Supply as well as supporting industries cannot be delayed, it is necessary to have appropriate supporting development policies soon so that the green energy industry can "take off" in Vietnam.
