Prioritize the development of logistics systems associated with seaports and airports in the Central region.
The Ministry of Transport has just issued a Plan to develop transport in a modern, synchronous direction, reducing costs and ensuring national defense and security in the North Central and Central Coast regions by 2030, with a vision to 2045.
Accordingly, priority is given to the strong and synchronous development of the national and international logistics system associated with seaports, airports, international border gates, key economic corridors and inter-regional trade routes in Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien - Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Ninh Thuan and Binh Thuan.
Regarding aviation infrastructure, the Ministry of Transport will upgrade, renovate and improve the efficiency of exploiting 9 existing airports in the region. At the same time, invest in building new Phan Thiet airport and Quang Tri airport.
Also during this period, the Ministry of Transport will coordinate and support relevant localities to invest in building an aviation logistics center associated with Da Nang and Chu Lai international airports; arrange logistics centers at airports with a transport demand of more than 250,000 tons/year. The logistics centers ensure warehouse conditions and connect appropriate types of transport to transport goods at Da Nang and Chu Lai airports.
The Ministry of Transport will also have policies to encourage enterprises to invest in container transport vehicles on railways and inland waterways; innovate and modernize means of transport, loading and unloading equipment and improve the quality of loading and unloading services.
Regarding the application of science and technology, the Ministry of Transport identifies this as an important task to improve the efficiency of transport management and operation, especially new technology trends in transport and logistics such as automation, artificial intelligence, the Internet of Things... to have breakthrough developments in both state management and transport market operations.
The factor of connecting transport activities to promote the development of transport in the provinces of the North Central and Central Coast regions, creating the best conditions for the transportation and circulation of goods, supplies, and raw materials for production to ensure safety, connectivity, unity, and smoothness between provinces and cities in the region will also be focused on by the Ministry of Transport.
To achieve the above objectives, the Ministry of Transport will focus on completing the system of legal documents related to investment in construction under the public-private partnership method, applying information technology, socialized investment policy mechanisms for infrastructure, creating a complete legal environment for management and development of the transport market.
Along with that, prioritize the development of multimodal transport on major transport corridors, especially the North-South corridor and corridors connecting with international gateway seaports to increase the volume of transported goods, reduce sea transport costs, and reduce logistics costs. Promote the development of the dry port system as a hub connecting transport modes and providing logistics services.
Through connecting the activities of enterprises, the Ministry of Transport will promote the connection of transport services between transport modes; create conditions for the formation of large-scale transport enterprises, capable of implementing domestic - international transport chains.
Regarding transportation services, the Ministry of Transport will focus on improving the operational efficiency of transportation and logistics exchanges, facilitating connections between transport units and cargo owners, increasing the transparency of the transportation market, and improving operational efficiency.
Regarding infrastructure, the Ministry of Transport will mobilize all resources, prioritize investment in construction, upgrading, and renovation of essential infrastructure works to create incentives to attract transportation enterprises. Support and create cooperation, joint ventures, and associations between transportation enterprises of specialized sectors to provide multimodal transportation services and integrated logistics services and form large logistics enterprises. Strengthen the connection of inland waterway transport services with other modes of transport by socializing investment in warehouse systems, loading and unloading equipment, and connecting roads at key ports.
The Ministry of Transport will also strengthen the application of information technology, applying the technology of the 4.0 revolution in all areas of transport activities: state management, operation management, transport exploitation, linking transport modes, multimodal transport management, logistics services. Prioritize the implementation of information technology applications to improve labor productivity, enhance the capacity to exploit infrastructure, vehicles and reform administrative procedures.
