According to the 25-year Power Purchase Agreement signed with EVN, the entire electricity output from the Monsoon wind power project will be sold to Vietnam.

In order to promote the implementation of construction investment projects related to importing electricity from Laos to Vietnam under the direction of the Electricity of Vietnam (EVN), the delegation of the National Power Transmission Corporation gi (EVNNPT), led by Mr. Nguyen Tuan Tung, Chairman of the Board of Directors, worked with a number of power source investors in Laos.

The investor of Monsoon Wind Power Plant, Impact Energy Asia Development Limited (IEAD), said: The project has a scale of 600 MW with a total investment of about 930 million USD, located in the Southeast of Laos, far from the border. Laos - Vietnam is about 22km and will export electricity from Laos to Vietnam.

According to the actual situation in Laos, the wind season cycle is opposite to the rainy season cycle, so wind power sources will be a very useful addition to the total power capacity of Laos, which is mainly dependent on power plants. hydroelectric. The project is currently being accelerated, with the goal of commercial operation (COD) in the second quarter of 2025.

The Monsoon Wind Power Plant Project is part of a Memorandum of Understanding between the Government of Vietnam and the Government of Laos with the aim of importing renewable energy sources from Laos to Vietnam.

In July 2020, the Prime Minister of Vietnam approved the policy of importing electricity from this project and directed EVN to build the necessary power transmission works in Vietnam.

In July 2021, the Power Purchase Agreement between IEAD and EVN was signed and the Adjustment and Amendment Contract signed in January 2022. Accordingly, the entire power output from this project will be sold to Vietnam under the 25-year Power Purchase Agreement with EVN.

The import of electricity from the Monsoon wind power project to Vietnam will be carried out via a double-circuit 500 kV line (from the 500 kV Monsoon substation to the 500 kV Thanh My substation).

In which, the length of the line in Laos is 22km (invested by IEAD, implemented through EPC contract, 44km in Vietnam territory (invested by EVN and Project Management Board) Power 2 implements project management).

According to the design, the 500 kV Monsoon - Thanh My transmission line not only transmits power from the Monsoon wind power project, but also transmits the capacity of the following hydroelectric plants: Xekong (3A, 3B, 5), Xekaman ( 2A, 2B) invested by Phongsubthavy Group (Laos) and connected to the 500 kV Monsoon substation with a total capacity of about 870 MW.

At the meeting, Mr. Nguyen Tuan Tung, Chairman of EVNNPT's Member Council said: "The 500 kV Monsoon - Thanh My transmission line is the first 500 kV transmission system linking Vietnam's electricity transmission grid with other countries. Therefore, in order for the line to be connected to the 500 kV Thanh My substation (managed and operated by EVNNPT/PTC2), it is necessary to carry out a project to expand the compartment and renovate the 500 kV Thanh My substation. invested by EVNNPT). This project, EVNNPT has assigned the Power Transmission Project Management Board (NPTPMB) to manage the project from September 2021.”

Currently, NPTPMB is urgently implementing the construction investment procedures of the project to meet the completion schedule in December 2024.

Mr. Nguyen Tuan Tung also hoped that IEAD would regularly exchange information with EVNNPT, through the NPTPMB's focal point, on the progress of implementation of Monsoon wind power projects and the Monsoon - Thanh My 500kV transmission line (the part in Laos). and 500 kV Monsoon substation.

At the same time, the relevant departments of the Corporation were assigned to provide maximum support to the NPTPMB in handling the construction investment procedures of the project and required the NPTPMB to focus resources and urgently implement the procedures to complete the project. project on schedule.
